Javed has indeed provided an excellent explanation of how Pak works. As a first step, every new govt or regime puts the blame squarely on the previous one. As a second step, the minister or bureaucrat in charge blames his subordinates for his department's failings. And as a last resort - when the public clamor for change becomes too much - the regime abdicates to a new set of people.... and the cycle starts all over again. It is sad that no one accepts responsibility or speaks the truth.
