I'll echo what IIIBarsV said... loosen up on his mouth, hands forward. You want your "steering" through the weave to be with your body, (two-handed) neck reining, and legs. When using your body or weight, kind of think of skiing. Keep your hands together, low, and forward, and move your hips/body smoothly with the horse to avoid the poles, but don't "throw" your weight, just shift it in time with your horse. When you get to high-level racing, the mouth is not your main steering contact point!

not to sound rude but if your horse knows the pattern really well i would let him run and lenghten his stride, he does look short strided but if you ask him to lengthn it im sure youdget a better time

Hiya. I would suggest backing off his mouth a little, get your hands forward. Also, don't "steer" him through- let him go a little straighter and he will be able to maintain his speed. Right now it looks like you're over-riding him a little.
It's hard to tell from the video, but he seems very stiff through his body and tense through his neck and jaw. This could be the bit or simply could be he's never learned to give to it properly and stay soft. Learn more on Horse Grooming supplies Forum.

what was your time?? and did you make finals??

he is kinda short strided ... my time was a 23 something and there is no finals in this class
