When the next negotiations on the multi-annual European Union budget are launched, the bloc's members will have to decide how much money they want to put towards "soft power" abroad, such as trade and humanitarian aid, and how effectively they can develop hard power - armed men.

An EU military is high up on the agenda of the French EU presidency in the second half of 2008.

France wants to improve common European military capacity. It wants to press ahead with the EU's own rapid reaction force, which the leaders made a headline goal in 1999, to be equipped with autonomous headquarters, pooled material and satellite intelligence.

Talking in this report are:

0:44 Javier SOLANA, EU High Representative for the Common Foreign and Security Policy, in English
1:58 MEP Karl von WOGAU (PPE-DE, DE), in French
3:24 Hervé MORIN, French Minister of Defence, in French
4:04 Victoria NULAND, US Ambassador to NATO, in English
4:36 Bogdan KLICH, Polish Minister of Defence, in Polish
5:32 Hervé MORIN, French Minister of Defence, in French
6:03 Nicole GNESOTTO, French expert on defence and military issues, former Director of the European Union Institute for Security Studies (EU-ISS), in French.

This programme was made available by the European Parliament.

  • @infokemp Europe could arm its self faster than another block and most likely the best of all equipment.

  • @SamsSpaghetti Maybe now but at the beginning they didn't. The EU can be good for the US if they want to keep there position. I never said that the EU was bad for the US only that they didn't like the EU. The americans favorite is the NATO not the EU army. The US knows that the EU becomes a nation that they have to negotiate more with the EU. "something new for the americans" The US NWO can be the north american union instead the EU.

  • @infokemp It's not completely right the EU has 6 in the future 7 aircraft carriers. The exact military strenght is 5.1 million soldiers. The US 2.2 million soldiers. It's because some EU armies has military police or civil protection this doesn't count. The EU has many non nuclear submarines and there very good the swedish gotland destroyed the best US aircraft carrier in a practice. (nuclear) subs arent necessary what the EU really need are (40) long range bombers. because we dont have that.

  • The chosen one will bring down the real new world order.

  • EU current military manpower strength is 6 million men under arms 147 figates 4 carrier groups 8 thousand aircraft. 28 amphibious landing craft. 20 nuclear subs US Military strength is 2 million men 6 thousand aircraft 12 carriers 32 cruisers 80 frigates 70 nuclear subs 4 ambinphious landing craft So US & EU are on military equality with each other - to over take the EU needs more carriers & nuclear subs & better aircraft than the USA. US & EU stand against Binladens & China
  • All this co-operation is all very well, but if we the British have to go to war against another country outside the EU, but that country is friendly with other EU states what happens then ? I am thinking of the Falklands which are British and Argentina who are friendly with several EU states. There are other spots in the world where there could be a conflict of interests too .

We should keep our own defenses and foreign policies out of the EU and Brussels
