The residents of the Segundo Barrio, El Paso, Texas, met at the Sacred Heart Church on July 21, 2009 to create a community plan that unlike the City's "redevelopment plan" does not entail forced relocation, gentrification and does not dismember the neighborhood for the sake of private real estate interests. The residents message is simple: "Yes we want to better our community, but we don't want to be forcibly removed from our homes." The real "rats" are the politicians and developers.
