Fill the 3 gallon bucket all the way and pour it into the five gallon bucket, then repeat so you have 1 gallon in the 3 gallon bucket left. Empty the five gallon bucket and pour the 1 gallon from the 3 gallon bucket into the five gallon bucket. Then fill up the 3 gallon bucket once more and pour it into the 5 gallon bucket to make 4 gallons.

@alec3232: You can't do that as there are no markings on the bucket, you would only be estimating 4-Gallons.
