Well, i do not think it is for pay for the war. Just pay for loyalty to Afghani tribes. This Asians all is born of criminals, they cannot live as the civilized people. Look at the countries of the central Asia, there now the present primitive feudalism, and in fact we have constructed for them schools, hospitals and factories. But in 10 years after disintegration of the USSR they have returned to barbarity.
