This was a Touhou Hisouten: Scarlet Weather Rapsody DEMO version (1.01e) sub-event that happened at an IaMP main tournament on 09/16/2007 in Japan.

It had 24 entires split into 3 blocks. The 4th block was a 3-man round robin between the finalist from each block.
