At least in Indiana, if the space isn't marked, then the law states that if you are parked directly in front of the sign, you're in the handicapped spot. in this case, it's not marked (from what I can see in the video) and he's not directly in front of the sign. So no law has actually been broken.
Besides, he's a cop. The law doesn't apply to him

So many possibilities here it's unreal...is the cop on a call there? Is he about arrest someone and parked nearby so as not to have to walk the guy across the parking lot? Is the business even open? Just for kicks...it actually doesn't even look like a properly marked handicapped spot...if the cop did do this and there are no valid reasons, then yeah, it's a problem. But this is just an example of "not enough information".
