CO2 levels now are generally way below what the average was some millions of years ago, around 1000ppm.
Be aware that "warm and wet, cold and dry" is how anthropologists describe past climates. Local climatic patterns tend to be far shorter in duration.
You're right, we have little idea of what the world should be as accurate records rarely exist and we haven't been in the picture very long. Note that land mass floating on the mantle shifts up and down too.

CO2 levels were higher in the past. It was a lot warmer and drier back then. We wouldn't do too good in that climate.
There is no "ideal" CO2 level. However, we built our civilization in a very short time. We build cities near the coast, never even thinking that the water levels will rise. We take things like fresh water for granted, which is going to be a huge problem in the near future.
It's not that our current climate is anything special, it's just what we built our civilization on.

After all this nitpicking over minutia, one fact remains:
CO2 levels in the Triassic and Jurassic were some 20x higher where life clearly thrived, WITHOUT A RUNAWAY GREENHOUSE! 6144 global core and stalagmite samples confirm this.
Going back further, the Carboniferous was an expanse of huge forests due to the extra CO2, it's what plants breathe. That's where we get our fossil fuels. Where do you think all that CO2 came from in the first place? The atmosphere.
Who needs a PHD to get that?

I don't think you understand the carbon cycle. Almost all of the carbon that is emitted, by humans or otherwise, is absorbed. That's why the level normally remains constant. We are increasing emissions past the point where the Earth can absorb it. When this happens the level rises.

And where do these 31,000 scientists come from? It sounds like this book is actually taking the Oregon Petition seriously. That alone is enough to dismiss the book.
Richard Tol, who was mentioned in the book as a global warming denier was a bit surprised by that claim. He said so himself.
Basically, the authors took a bunch of stuff out of context. They are lying to you. Simple as that.

Global warming is based on fraudulant data.
Al Gore is just the greedy bastard who will profit from Cap & Trade. Al Gore is an owner in the LARGEST firm that would trade in those energy certificates.
BTW... The hottest decade on record is the dust bowl years in the 1930's. That's a fucking fact.
