Yes, that is true; but in an interview she said when she began to sing internationally Lucia was consistently pronounced 'loo-chee-a' and she decided she preferred that pronunciation.

in her native language, Slovakian, her first name should be pronounced "loo-tsee-a"

It is loo-chee-a 'Popp' (as in popcorn); however, her true name was Poppova because the Slavic language adds 'ova' to the end of family names when the bearer is a woman . Her gravestone says Lucia Poppova.
