The most direct route from the city centre to the new suburb of Kloosterveen is a bicycle road. This provides a bicycle "superhighway" giving amazingly convenient access to the outlying suburb. The video shows approximately 3.5 km of cycle route in real time.
The route mostly takes the form of a bicycle road. This is a road on which cyclists have priority.
While the driving route passes through several sets of traffic lights and takes a detour, this cycle route takes the most direct line possible and has no traffic lights.
This was constructed to make cycling an easy choice to the new suburb, which is mostly more than 3 km from the city centre, in order that residents would be more likely to cycle.
You can drive a car on this road, but motorists have to give way to cyclists. While it provides a through route for cyclists to useful destinations, motorists can only use a few short stretches of it for access to their own properties. As a result, this road is in effect just a wide cycle path. You rarely meet cars on it.
It's designed to a very high standard, and it's possible to make very good progress along here by bike. This makes cycling a very attractive means of travel to get to the city centre.
It's somewhat better than the "superhighways" planned for London.
There are few cyclists using the road in the video because it was taken on a Sunday morning.

Are those cars legally parked on the grass?

The cars on the left side of the road are all parked legally so far as I know. There are hardened parking spaces between the trees (some of which may not have been finished yet). I'm not sure about the ones on the right.
