It's called taxation, and then at the end of a year, they get income tax! If you cant thrive on your people alone, you're spending too much! Simple as that. Sweden nearly went bankrupt in the early 90's, but our prime minister back then, Göran Persson, managed to solve the problems without having to throw away health care.
