The only two things I would have thought was either
1) The opposite direction from you had a left green arrow
2) Or that the walk lights were in use all 4 ways (as I've seen in some intersections which are automatic).
However the walk lights weren't being used, as you showed. However, perhaps a green arrow was burnt out either for your way and the opposite way, hence why all the lights were simply showing as being red. Only thing I can suggest. It is frustrating, though.
