The zombies wear armbands so that players can distinguish themselves from non-players so that running bystanders don't get shot at.
Of course the zombies can run, where'd the challenge be if they couldn't? Most of us just jog to conserve energy for when we need to sprint. Speed is useful when going in for the kill or getting out of dodge. Otherwise it's just a waste of precious energy in a game that never stops.
