True you lower the amps but you do not reduce watts (real power). The product uses a capacitor to provide VARS (imaginary power). Its true that if you place a capacitor in a circuit that you can essentially make real power = apparent power, I agree with you there.
However, your home has a watt-hour meter on it. It only meters watts over time (real power), not amps, not VARS or volt-amps (apparent power).
Therefore, if you don't reduce watts you don't reduce the bill.
Any electric motor has a high inductive load, witch makes the current and voltage to be out of phase ... therefore the apparent power absorbed is different from the real power. To correct this, one should place a capacitor in the circuit, and therefore the cos(alpha) approaches zero, making the apparent and the real power more or less the same. In practice ... the amp meter shows a lower value, and the electricity bill will be lower.
