The reason why home is delayed is because Sony want's to release Home AND in-game XMB in one update

It's there, but it's up to developers to decide wether to include it or not. The bad thing about this is that developers have to develop their games to simply allow access to friendlist/Music, but this all seems pretty useless as Sony are "hardworking" to make sure this feature arrives soon (It has gone a complete year now).
