After seeing the Hovercraft escape, I decided to mess around myself, and get the Beluga OoB. This is a rare case where I succeeded in what I wanted to do!
To perform this, it takes perseverance, and hiding from the evil border towers by going underneath them (sort of). We start off heading for the highest Windmills west of the City. From there we aim ourselves just to the right of the cliff in the distance.
Now the fun part! As you approach the edge, dive down and hit the water as fast as you can. From there, hug the cliff. The cliff will abruptly end, so try to hug it as close as possible. If you get shot at (like I did, 0:41), just keep trying to get as close to the cliff as possible. Once you get past the border tower, and are nearing the next cliff edge, turn left a bit. You WILL get shot at, but keep holding right everytime you're shot, and you'll escape it.
Tah dah! You are now past the evil border towers! Next comes the fun part; 5 solid minutes of flying in a straight line. Just so you don't have to, I did it to show what happens eventually.
At 1:40, you can see that at the edge of the ocean, the screen fades black, and you appear in a MYSTICAL land...! The... other side of the world. There is a problem with this border-warping, and it's that it's... broken. You're placed further back than you should be, and thus the game WILL cause an infinite loop if you can't bypass the edge before the screen fades back in. The Beluga has enough thrust to get past the edge, but... the hovercraft does not. You can see what I mean from 2:24 'til the end.
And that's it.
Also to note is that if you want to reach the edge with the Hovercraft alone, it will take a staggering 25-30 minutes, WHILE speeding! I provide this information to you so you don't have to try it like I did.

You get it in the natural progression of the game. Once you have Pey'j's shoes, there's 2 codes underneath them that open up the cave by Pey'j's workshop - the Beluga is in there. Buy another Fligth Stabilizer from Mammago, and then it can fly.
