Here is my vampire toddler "practicing" on her teddy bear. :)

Yes, she is a real vampire. You need The Sims 3 base game and Late Night expansion pack to get vampires. To have baby/toddler vampires you need at least one of the parents to be a vampire.

The mark on her neck is the "bite" mark all vampires have.
