Here it is. Lake Mirage, 2010-07-02. The cart reached 18 mph before a wheel went rolling off by itself (should have used Loctite). It's hard to see from the video but it looks as though the orange ribbon was showing faster than the wind performance at times. No wind data was recorded during this run, so there's no numbers for the wind speed relative to the cart.

Thanks to the guys from The Volvo Monitoring and Concept Center in Camarillo for graciously driving me around in a nice chase vehicle.
