@zbitkis Western schools tend to have a different opinion than the East concerning progression and frequency of training, especially when it comes to children. In Japan and Okinawa, karate is often part of school curriculum as well as extracurricular, so they spend more hours in the week training. Also consider, Japan and Okinawa is where many of the original masters and there successors are from, so the quality of training is a factor as well.

But how it is possible? I'm practising karate in Lithuania and it's allowed to have a black belt only from 18 years old. I'm 18 and i have half 1st KYU.

In Japan, a schoolchild can also get a black belt. This boy has started karate when he was 4.
