they are called bass pedals. They have keys arranged like on a piano, only big and fat so you can play them with your feet. They used to be really popular with 70's prog rock bands like Rush, Genesis, Led Zepplin,etc. The whole point is so that someone can play the bass part and another instrument at the same time.
