Few things actually break out into absolutes, especially the histories of various societies. As the end of the Iron Age in Britain is generally pegged to the Roman presence and later invasion of Britain, then you could reasonably claim that major advances in civilization arrived with the Romans. But again, it's not like there was isolation and then an end to isolation. The British Isles had been visited for centuries, and Irish folklore claims Phoenician origin.
