Ottey never "fled" the World Championships - she withdrew just like all athletes whose samples come back positive do, probably in part due to pressure from IAAF.
Ottey was then cleared of all charges and re-instated in time for the 2000 Olympics where she came in 4th but should probably get the silver after cheats Marion and Jones and Ekaterini Thanou are struck from the books.

Merlene Ottey was caught, during 1999, she tested positive, when the news of her second positive test was released; she fled the world championships in Seville Spain. The second test came from a meet in Luceren Switerland on July5,1999She tested positive for nandrolone, both A & B sample tested positive.

Jamacia has no anti-doping organization, and parliment there is trying to form one, and push throught legislation that will enact the WADDA codes, but for now they have no anti-doping agency.

I can tell u what they don't have, an anti-doping organization, so their athletes are completely unsupervised and are not tested, of course until they compete internationally.
