Specifically, the use of “exotic accelerants” should have been investigated. In NFPA 921 19.2.4 -”Exotic Accelerants,” three indicators were clearly met that should have led to a thorough investigation in to the possible use of “exotic accelerants,” specifically as stated in the guideline, “Thermite mixtures.”
