Governor Mark Dayton's administration will seek federal "Race to the Top" grants, which will be awarded to states that enroll low-income children into proven early learning programs. That decision has raised concerns among some state lawmakers, and host Julie Bartkey looks into the announcement and talks with Senator Dave Thompson, R-Lakeville, about the downsides of engaging in federal programs.
