there's actually a glitch found by this guy orcidea and he knows how to get in there and get power armor training right @ beginning

Whenever I'm in a tunnel, and can't find the enemies, I usually just spin in circles spamming the target button.
This game is actually pretty scary at times.

you can get trained for them straight out of the vault, you just have to run all the way to the citadel. the npcs will treat you like you are actually that far into the main quest.
