@Gilesruscoe yes you are right its a little trick to give the compositor more control over the fx...if you render it with 3 different lights (rgb) you can split up the channels and control every aspect of lighting.
I'm pretty sure that the coloured particle system was just the 'Normal' pass render. as for what software it was made on, i cant help you there, too many different programs out there :)
