Background as of 10-17-2011:
Late September I supplied the owner with a Belkin Single Outlet Wall-Mount Surge Protector Model # F9H101aCW (-DP) and saw a reduction of noise of about 20 dB.

This Belkin "Surge Suppressor" indicates on the packaging card "up to 43 dB" of attention to noise from 100 kHz to 100 MHz. Of course, who knows where the max atten occurs and from an engineering standpoint this is ostensibly in a 50 Ohm test apparatus (comprised of a "LISN" connected to an EFI analyzer (or Spectrum Analyzer) and driven by a 50 Ohm signal source).
