I don't believe he did. I read an interview in which he talked about getting the "Kennedy haircut" as a part of his transformation from bad guy to good doctor. Also, Bill Shatner talked about asking De (as a joke) to leave him his hair when he died. Finally, his hair seems very consistent. It thins as he ages, you can see a small bald spot in the episode "Spock's Brain", he grays naturally in pictures etc. I think he just had great hair.
