Ignoring the accuracy of the estimate of the processing power statement, it makes little sense to talk about creating a human brain from electronic computers in its present form. Hardware in electronic computers is largely static, while the brain rewires itself all the time (neuroplasticity, e.g. LTP and Hebbian learning). This is thought to be integral to sustained human cognition so artificial brains won't be around till we've solved these problems (more than 2 years from now!)
