No. It was the Dutch East Indies and not the Dutch Indo-China.
They are actually Eurasians of Indonesia. In colonial times, the Eurasians of Indonesia were called Indo-Europeans.

@motelcalifornia : Pinoy = Filipino. These are however of of Indonesian descent (Indonesia used to be called Dutch Indochina)...great version of the old Lionel Hampton jazz/jump blues song, though!
