GSEs created the secondary market to finance lenders to give mortgages to unqualified people because Democrats wanted everyone to own a house.
Banks took more risk because the FDIC insures all deposits.
Because of SEC banks did not do their due diligence.
The FED lowered rates giving greater credit to people and banks.
