It is part of an automata, probably used as part of a shop window display, maybe pointing at a product, usually electric.

Looks like a bunraku head. Your videos are amazing. I'm completely mad about automatons. Really was a wonderful surprise to see a lot of videos of them. Congratulations you are great!
