Um.... agreed. However.... America also really holds back on force to limit unnecessary casualties. If America just said "screw it, were guna use whatever force whenever we want" we would "win" this war. America, however, over all wants to do something good. If they wanted to cause some real pain they wouldn't have agreed to the ban on flamethrowers.
