It took me five tries... but I finally managed all the jumping. I get to the datacron, and...

It says 'You must complete missions before you can do that.'

There is a quicker way to reach this - head south from the building the 'cron is on, and head up the hill on the road. First building on the right has a rock face to the east of it. Jump on the loose rocks next to the road, and use the edge of the rock face and the wall to get between the two. Follow the sand path onto the wall, and then onto the ledge around the adjacent rock face. Around the corner, jump up the lip and then down onto the orange umbrella. Try and aim for the metal bar.

@HexenX It means your mission/quest log is full. Since the datacron acceptance counts as a quest, you'll need to drop one of your current quests to use the datacron.

@LostNimrod This doesn't work anymore as they blocked the path with a rock and moved the umbrella too far from the building :(

3 hours and finally got to it, jumping is so annoying seen as the actual edges seem to be slightly less than the visual edges (noticeable especially as you feet "sink" into the buildings). And the faster path is not blocked because of the new rock, it's only stopped because the giant umbrella moved, you can still skirt around the rocks to get to where u did before on them, just no umbrella to finish the path.

@LotrOFan 'You must complete missions before you can do that.' means you have to clear some missions out of your quest log. It's full.
