That sounds like my houses burglar alarm but it whoops up and down like a polic car but it starts up like these alarms! I thought our house alarm went off when you pulled it!

Nope. they have to be called by a key at the ground floor. this elevator is not tied into the fire alarm

The clicking from the panel sounds like some sort of code-3. Is it playing over some other part of the building?

Nope. the whole building has the same sound. It's not allowed to have 2 different conflicting sounds during a fire alarm. Even tho the NAC's click, it's the Amp that sends out the tone.
