Ben Nelson and his vote is an insult to the intelligence of Constitutional loving Americans! This bill and those like it are UNCONSTITUTIONAL! The enumerated powers say so! Congress does NOT have the POWER, unless by our ignorance and apathy to get away with this! It is NOT covered under the "general welfare" clause. Madison, Father of the Constitution, Says so in the Federalist papers! Try reading them!
