Rafer is one of the most talked about streetball legends, but not the best. He happened to come along when streetball went mainstream. He is one of few that actually went to the NBA and lasted. Not hatin. He's dead nice. Top NYC ball handlers like Mike Boogie, TIP, Master Rob (whom he is often compared), Shamgod, The Future, Alimoe and Shane a.k.a Dribbling Machine are just a few names off the top that had SICK ball handlin skills. All of those guys paved the way for Skip ( in Street Ball)
