You as a taxpayer own maaaybe 1/1000th of that bulding being as it was built BEFORE you paid taxes. if you want in, you can schedule a meeting with the congressperson from your district, OR run for congress and win. who cares if most dont carry guns, if ONE person does, and the others associate with that one psycho, that makes them and YOU psycho by association. The use of the term "Central Govt" in the context of drawing distinction between Federal Govt is that a Central Govt would not be limited in its internal law-making jurisdiction. So my use of the term was in its most-restrictive meaning.

We had a federation, a federation consists of BOTH central and local governments, local governments give the central government its authority, hence why the "central government", with the exception of the president, consists of representatives and senators from the local governments (in this case, the states)
