It's because in Persona 3 they never actually earned their persona by facing their true self. They would force it out with the evokers. That's my theory anyway.

Actually all the party members, except the protagonist, summon them by calling the out from their hearts bc their personas are the otherselves. Since the protagonist has the power to call out diff personas her has to use persona cards to call out to them. Just like in persona innocent sin and eternal punishment they had persona cards too and not just the protagonist ALL the characters could change their personas even the ones that represented the own characters.

They're not. The glasses just allow them to see the Shadows. They summon their Persona by crushing Arcana cards.
