its stupidity on thier part really. what the lady in the video with the scarf said, was that he was mute and deaf, but his mind was perfectly ok. it was possible that the army men were confused by this and made other assumptions, perhaps even thinking he was insane or something like that. or they have no idea what the hell sign language is upon seeing it.
