You would think that not only would a person have to qualify, but that they could only get one. So IF what all you FOX news subscribers are saying is true then people are committing fraud. This happens all the time, but if no one is policeing it...Have you ever heard the arguement that being made to pay taxes is illegal? You're still going to pay. And the government will pass out food stamps, welfare checks and yes, cell phones. The real outrage is any fraud. This is not available in our state.

Gee, guess we aren't paying for them because the Govt isn't supplying them. The carriers aren't eating the cost, it's part of our bill. The Cell phone giveaway is bad enough, but then to give them 250 minutes per month is ridiculous. Make them only work to call 911 like any old locked cell phone will do. then they wouldn't be grabbing up so many. If I get 4 of them, I can have 1000 minutes per month free....gee who would do that?

Hello....the cell phone companies are not paying for this....they are passing the cost on to the consumer and by that I mean the people who actually pay for their cell phones with the money they earn by WORKING!
