@MissingnoUploader well I'll try to explain you the best I can, and keep in mind I use SVP 9, so things may not be the same.

After you add an effect to a video you should see a timeline below the configuration thing (it has time markers) it normally starts in 0:00, click in any place else in that timeline and click a + button that should lie around there, and then you change the settings of the effect. Hope this helps!
