Before the update of 23 feb this was configurable by setting cg_weaponcolor to use a black color. This way you wouldn't see your own rail trails but you would see the trails of the opponents. However, this cvar has been removed in the latest update. So currently i am playing with cg_railtrailtime 0. With this setting i won't see any rail trail at all.
