This wacky type of signal was found throughout Auckland on our trip to New Zealand in January of 2008. This example is at the North East corner of Hobson and Victoria Streets, looking South, in central Auckland.
Really neat sounds for the visually impaired. In St. John's Newfoundland where I'm from, on the Boulevarde, there is a crosswalk with pedestrian activated lights where you have to push the button to activate the traffic signal and to get the Walk signal on the crosswalk. Anyhow when the Walk light is on, the sound it makes for the blind is a loud shrilling buzzer. It's been there since I was a kid, and as a kid, I was scared of that buzz. LOL
We have these now in Phoenix as well, in fact, that same looking one (I believe a city in the Northeast also got the Australian version as well) they are made by the Bob Panich Consultency and are MUTCD approved to use in the US.
I think they have the same type around most of Australia as well.

we have those here in some parts of Los Angeles. I think they're for blind people... tells them when to start crossing the street.
