I am also thinking in terms of the phony secession of Quebec. In order to dissolve the Constitution of Canada, our invisible governors required a victim. French Canadians (but only situated in Quebec, because they just need to take the province out along its constitutional borders) were the ideal victims. The FLQ terrorists were set up and trained by Castro to make French Quebecers extremely sensitive to alleged oppression; and to point the finger at Canada as the source of the oppression.

The terror movement peaked in 1970 but had insufficient amplitude to get the job done of breaking up Canada. Therefore, Prime Minister Pierre Trudeau (who had worked with Power Corporation on a secret committee to infiltrate and convert soft nationalists to radicals) unnecessarily called out War Measures to make it appear that there was an insurrection. In other words, Trudeau's War Measures put Canada on the skids: a psyop creating an impression of instability and the expectation of break-up.

Trudeau then sent his pal & henchman in, Rene Levesque, who founded a phony 'separatist' party (as planned by Trudeau et als in the Power Corp secret committee). The real goal was to replace Confederation of Canada with the European Economy Community... which would 'evolve' into North American Union. Levesque and his gang coralled the separatists created by Trudeau and the Power Corp gang, to use them as blackmail to force Canadians to accept the EEC for Canada instead of Quebec 'separation'.

Thus, the VICTIM is manufactured in a geopolitical location that needs to be altered to meet a hidden purpose (such as world government by stages, which requires the dissolution of Canada) -- while operatives like Trudeau and Levesque form a malign tandem who keep the "unity" question in the air while manipulating their victim towards the referendum where the victim gives a "mandate" to one to "negotiate" with the "other" the replacement of Confederation.

Five decades and two referendums later, no one has ever questioned the FACTS because they have ALL been distracted watching Trudeau "fight" to "save" Canada from "Rene Levesque" exercising the vast power of their jointly manufactured VICTIM: a power designed to ENTITLE their VICTIM to do for these puppet masters what they could not do themselves: destroy Canada for world government.

In 1998, the Supreme Court of Canada in the Reference re Secession of Quebec, constitutionalized the power of the VICTIM by magically raising the Yes in a non-binding public consultation (referendum) to absolute sovereignty as a "minority right" while constitutionally obliging the proxies of the manufactured VICTIM to exercise that right, and enforce the destruction of Canada.

And that is what I mean by the power of the VICTIM. (Just one example.)
