You have to complete the 3 missions in the Crystal Desert (Elona Reach, Thirsty River and Dunes of Despair). Once you've done that, you will have to go to Augury Rock and enter the Large Mesa. There you'll fight your Doppelganger. After that's done you immediately map to The Dragons Lair.
