Can we still see the fireworks without staying at the resort?

Yes. If it is a Holiday, I would recomend making a dining reservation at the resort, so they won't give you a problem parking. You can also park at Magic Kingdom parking, and take the Monerail over. You do need to get there early though, to get a good spot on the beach.
