You sound as if this is new to you. While it is dangerous, it IS a way of life and it is very different from the west. People resort to these ways because there are more competing for less. For example, if people had to wait less in queues for buses and trains, spent less time reaching from point A to B and had better trian and buses, they would not be so stressed out and would not resort to breaking rules.
Its a tough world out there and things can get better.

@rajnikantsh Well put. You can find this scene in inner cities throughout the world. It is not just an "India" thing.
As the world moves forward, I agree with you that things will get better. (If we don't kill ourselves first).
Take care

So what is the problem?
Anyone hurt here?
They look.
They work.
They are tired. They would rather save energy and time and not climb two sets of stairways.
This is India.
