This is a disco floor created using redstone dust and red torches.
This video was created immediately after they were released to demonstrate what could be done with a just-discovered device called a flickerswitch. Due to an update to the mechanics of redstone, flickerswitches no longer work.
Re-creating a disco floor such as the one in the video would require a very large number of un-synchronized clocks burning themselves out very rapidly.

Because so many people comment about the sound, for those of you who can't figure it out, it's merely a bunch of redstone torches burning themselves out very very rapidly. They just make that noise when they burn out.
